Passive RFID seals can carry batteries for either or both of two purposes. The first is to aid communication by boosting the strength of the reflective signal back to the reader. This capability need not add much cost. The second purpose is to provide power so functions can be performed out of the range of readers. LONDON - March 24, 2004 - The Headquarters of the North Atlantic Treaty Organization's (NATO) Supreme Allied Commander Transformation (SACT) has contracted with Savi Technology to pilot a project using Radio Frequency Identification (RFID) technology linked with the Savi SmartChain platform to manage and track multi-national consignments between Europe and Afghanistan. The project, to be evaluated for possible future expansion, will help determine whether NATO and its 19 member countries can leverage Savi's real-time platform and RFID Technology to enhance pan-NATO logistic collaboration.

The contract, announced here at the "Defence Logistics and Materiel Support 2004" Conference, calls for the installation of the network along the International Security Assistance Force Afghanistan (ISAF) supply chain, which stretches from the Netherlands and Germany through Uzbekistan to Kabul in Afghanistan. Consignments will be tracked by using Savi's newest generation SaviTag ST-654, an active, data-rich RFID tag that communicates wirelessly with the network at distances over 100 metres. In addition, Savi's fixed readers and Savi SmartChain Site Managers will be installed to capture and convert the RFID-generated data into actionable information that can be managed by users on the network in highly secured information environments.

Savi will begin immediately to conduct site surveys, perform installation work, train users and integrate the Savi SmartChain software into NATO's LOGFAS information system.

The NATO-Savi agreement follows an offer to NATO last October by the U.S. Department of Defense to share its existing, global RFID-enabled In-Transit Visibility (ITV) network for joint logistics operations if NATO added compatible infrastructure to plug into the system. The U.S. offer was made to help improve supply chain visibility and communications during joint operations. Following a four-month evaluation, NATO chose to use the same standard-setting solutions used by both the DoD and the United Kingdom Ministry of Defence that are designed, developed and deployed by Savi Technology.

"Multi-nationally, this common network can help 19 nations bring their goods in and track their own consignments in near real-time from anywhere, and it will help build more confidence in shared information not only for the NATO commanders but also the member countries where supplies are for their own forces," said Commander Bill Sympson from NATO's Supreme HQ Allied Powers Europe.

"This project provides the opportunity now for NATO to adopt a similar solution for consignment tracking that the United Kingdom and the United States have adopted, and thus overcome the enduring problem that we have had within NATO of finding one solution that meets individual national needs while at the same time is interoperable and serves allied needs on a global basis," said Col. David Martin, who is Director of the UK MOD's Defence Logistics Organisation Logistics Operations Centre, and who oversees logistics operations using the UK's RFID-enabled network. "What it has meant for us," Col. Martin added, "is that we've now got much enhanced visibility of our materiel flow into our theatres of operation. The adoption of RFID technology has been immensely beneficial to assisting in our supply chain management."

The commercial off-the-shelf products to be deployed in the NATO project are:
SaviTag ST-654: With up to 240 Kbytes of programmable memory, these are high-performance, active data-rich tags that can store information on the entire contents of a container or trailer. They can be fixed to multiple conveyances, such as vehicles, containers and pallets. About the size of a small chocolate bar, these high-performance tags communicate at 433 MHz at distances of more than 100 metres as well as over 123 KHz for more precision, slot-level location.
SaviReader SR-650: These are highly reliable and rugged products that capture data wirelessly from thousands of tagged assets nearly instantaneous. They have an omni-directional read range of over 100 metres, and they relay the data to Savi SmartChain Site Manager, either wirelessly or by hard cable.
Savi SmartChain Site Managers: This exceptionally high-performance software is designed to aggregate RFID-generated data, filter it and then convert it into computer language that can be managed by users on a network. It also incorporates localized business rules and processes to ensure that only useful information is transmitted to the network and software applications.

RFID in Transportation: The Department of Transportation's Intelligent Transportation System Projects

The Department of Transportation has been working on three Intelligent Transportation System (ITS) intermodal freight projects in coordination with the Secretary’s Office of Intermodalism. The three projects are Air Cargo Electronic Supply Chain Manifest, Electronic Seal System for Container Movement, and Asset Cargo Tracking. All three projects were originally designed to improve various aspects of freight mobility and efficiency. However, all three have as part of their design the ability to pinpoint location of freight assets and cargo based upon the latest reporting point. This can be either with fixedpoint, land-based readers, global positioning satellite readers, cellular network readers, or a combination of the three. If we are lacking knowledge related to the contents of a container or a trailer at anytime or
anywhere in the US, each of these projects has features that will help us to advance to meeting that objective.

The Air Cargo project is designed to handle chain of custody of cargo from its origination at a manufacturer/shipper to its end destination at the receiving air cargo facility or at the end destination customer. In route the originator, carrier and receiver of the goods uses a smart card to hand-off the freight between custodians. The smart card contains the biometric identifier of a thumb-print, the electronic manifest and an image of the driver’s commercial
driver license. All data is stored in a central server and is accessible through the internet. The Electronic Seal project is designed to track containers in-bond from the point of inspection to the destination of the container, through seaports and across land border crossings. The e-seal is a radio frequency device that emits a signal as it passes reader devices, and will display information as to whether or not tampering has occurred with the container.
The Asset Cargo Tracking project is designed primarily to track the chassis, that containers ride on, anywhere in the US. It also is designed for the chassis to know when a container is on it, and when it is tethered to a truck tractor. The information on location of chassis can be sent to a central data processing point by way of radio frequency identification (transponder),
cellular signal or global positioning system signal (satellite). If the container is equipped with a radio frequency device (transponder), the chassis tracking device will read the tag and can convey cargo information to a central data processing point. This project is expanding to include testing of e-seals.

All three of these projects hold promise toward helping the US meet a security objective of establishing an information system that will help those with a need-to-know what is on a container or trailer at any time, anywhere. Study Shows RFID Security Yields Adds Profit, 2/26/2004

BearingPoint, Inc., McLean, Va., a consulting and systems integration firm, announced the results of a demonstration program, which found that using RFID (Radio Frequency Identification) sensors to improve cargo security also resulted in savings for importers. The program involved containers shipped from Thailand during September and October of 2003.

The project affixed RFID sensor seals, also known as e-seals, to conventional bolt locks on standard 40-foot containers at the point of origin. The containers were then transported by truck or rail to Laem Chabang, Thailand, and loaded on ships destined for the United States. The containers were tracked through ports in Taiwan and Korea, and on to the Port of Seattle, using a real-time, Web-enabled software application developed by Savi Technology, the project's prime contractor...
