"DoD has adopted as final, with changes, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to include additional commodities and locations that require package marking with passive radio frequency identification (RFID) tags. The rule requires contractors to affix passive RFID tags at the case and palletized unit load levels when shipping packaged petroleum, lubricants, oils, preservatives, chemicals, additives, construction and barrier materials, and medical materials to specified DoD locations.

RADIO FREQUENCY IDENTIFICATION (FEB 2007)

(a) Passive RFID tag means a tag that reflects energy from the reader / interrogator or that receives and temporarily stores a small amount of energy from the reader/interrogator signal in order to generate the tag response.
(1) Until February 28, 2007, the acceptable tags are --

(i) EPC Class 0 passive RFID tags that meet the EPCglobal Class 0 specification; and (ii) EPC Class 1 passive RFID tags that meet the EPCglobal Class 1 specification. This includes both the Generation 1 and Generation 2 Class 1 specifications.

(2) Beginning March 1, 2007, the only acceptable tags are EPC Class 1 passive RFID tags that meet the EPCglobal Class 1 Generation 2 specification. Class 0 and Class 1 Generation 1 tags will no longer be accepted after February 28, 2007. " ...

Accuracy: DoD expected its RFID system to be an order of magnitude more sophisticated than what was currently being deployed. Boundaries relative to read-rates and performance were strict, unlike many retailers who have toyed with trial-and-error methods. Rather than just attempt to read a single pallet tag, the DoD demanded 20 Gen 1.0 and Gen 2.0 RFID tags be affixed to cases and read as they come through a dock door - 100% accurately. This required scientific precision when designing and configuring the RFID network. Each portal was tested 10 times for that performance criteria. The DoD has shown RFID will reduce costs, increase supply visibility and streamline its entire supply chain, from the factory-to-the-foxhole. However, it can only do this if the RFID system is accurate and reliable.

The Savi ST-673 and ST-674 are active RFID tags that provide visibility to assets and shipments as they move through the supply chain. If the collected data rises or falls outside the acceptable condition range, the Savi SensorTag sends a real-time alarm to a fixed or mobile RF reader, and notification of the temperature or humidity change is escalated via a web application, cell phone or email, allowing the problem to be addressed immediately before spoilage or damage occurs. The complete environmental event logs can be uploaded to handheld readers or to fixed readers at stationary sites such as yards and warehouses in the supply chain. This enables users to identify the time and location of unacceptable environmental conditions, or to confirm that acceptable ranges, and therefore shipment quality, are maintained throughout the journey.

The ST-673 and ST-674 sensor tags are each about 6x2 inches, have memory storage of up to 128K bytes of data and are highly ruggedized for harsh environments. Savi Technology's active RFID tags, which have been deployed to track over two million shipments in over 2,000 supply chain locations for defense and commercial customers, include read ranges of up to 300 feet, beepers for audio location and rugged designs that can withstand the most harsh climatic conditions. Savi's family of active RFID tags are based on Savi's EchoPoint Technology, an innovative technology that combines Ultra High Frequency (433.92 MHz) and Low Frequency (123 kHz) communications for both long-range and more precise spot-level location. In a public notice, the Department of the Army wrote: The extension of the ordering period and raising of the contract ceiling is necessary in order to continue to provide active RFID tags and associated supplies and services for shipments of materiel to the Middle East in support of Operation Iraqi Freedom.

Savi's RFID networks and related software solutions have been deployed for a growing number of international defense organizations, including the U.S. Department of Defense, NATO headquarters, United Kingdom Ministry of Defence, Australian Defence Forces, and Denmark Ministry of Defence, among others. Recent findings from defense organizations show that Savi's solutions based on active RFID technologies when used with improved supply chain processes have significantly improved fill rates, reduced backlog orders by 70 percent, and reduced inventory by many tens of millions of dollars. Just as importantly, Savi's active RFID solutions for defense organizations have proven to improve operational efficiency, and enhance the confidence of war fighters in their logistics operations to get the right supplies to the right place at the right time. Savi's RFID solutions have been implemented in over 2,000 locations in over 50 countries, and are the foundation for the largest interoperable RFID networks deployed worldwide.
