EU RFID Risks Manageable in Near Term Riskier in Networked Future

European technology study group assesses the use of RFID technology and its challenges. The analysis sees current privacy risks as limited, but envisions future risks associated with integrated information sources that may allow mining of the aggregate information, which could increase the likelihood of potential surveillance. ...

... "Although a more comprehensive survey would need to be undertaken to draw definite conclusions, these first accounts suggest that, relative to the scale of implementation, few Identity Management issues actually occur. In general, both user and maintainer of the RFID settings perceive RFID merely as an electronic key or wallet. The reason for this can be twofold. First of all, in all the cases it is clear who maintains the data and needs to comply with the guidelines on data protection. Second, many systems currently only cover a small area of a specific setting and run parallel to legacy systems. The RFID systems therefore only disclose small fragments of their users’ identity, limiting the maintainers' possibilities for control. " ...

RFID Laptop Asset Management

Axcess implements RFID asset management system at Universidad Regiomontana in Mexico to secure laptops. ...

... "The University deployed Axcess' ActiveTag RFID physical computer asset protection solution in January 2006 with the goal of reversing asset theft and enhancing personnel tracking. Prior to implementation the university suffered a rate of 10-15 percent in laptop thefts on a regular basis. Following the use of the system, the thefts have been reduced to zero.

Axcess' patented ActiveTagTM RFID/RTLS and sensing systems use small, re-usable battery-powered tags (generically called Dual-Active tags) that when automatically activated, transmit a wireless message typically 30 to 100 feet to hidden palm size receivers. The receivers are connected via standard network simultaneously to the enterprise system software, the existing security alarm equipment, and standalone middleware and end-user software provided by Axcess under the OnlineSurpervisor label. With tags being activated only on-demand and only at control point locations, the system is highly reliable and accurate, with the tags lasting five years or longer depending on the battery being used. The Axcess Control Point architecture has been found to be more reliable than other local positioning methods using Wi-Fi systems or signal strength measurements. Its activation-based positioning can determine if an asset has left a secured area down to 1 foot of accuracy and can also determine its direction. The system alerts responsible personnel on an exception basis, freeing up asset management personnel for other critical tasks. Axcess recently introduced a new, low profile high-powered RFID asset tag measuring only 1in by 3in by 1/4in high. It is uniquely capable of reliably tagging solid metal IT assets, a feat typically difficult for wireless tags. " ...

Via Seattle Post-Intelligencer: RFID Border Pilot

Western Hemisphere Travel Initiative: "The U.S. Department of Homeland Security signed a Memorandum of Agreement with the State of Washington to launch a pilot program that will enhance the security of state driver's licenses and potentially serve as an acceptable alternative document for crossing the United States' land and sea borders. The Washington pilot program is one possible compliance alternative to Western Hemisphere Travel Initiative (WHTI) requirements. As early as January 2008, U.S. citizens reentering the U.S. from Canada, Mexico, Central and South America, the Caribbean, or Bermuda by land or sea, including ferries, may be required to present a valid U.S. passport or other documents as determined by the Department of Homeland Security.

The enhanced driver's license will be slightly more expensive than a standard Washington state driver's license and will require proof of citizenship, identity, and residence, as well as contain security features similar to a U.S. passport. "

3M RFID Library Productivity

3M Library Systems introduces new features into its workstations that make them fast, reliable and easy-to-use RFID products in the library environment. ...

... "Like its 3M predecessor model, the 3M Model 946 - with its ergonomic design - performs checkout or return in one step, combining RFID item identification and Tattle-Tape Security Strip from 3M in the same operation. The system also can perform bar code-to-RFID conversions for new acquisitions and smaller scale collections. For visual and audio media, it enables staff to verify that the case and item within match, without opening the case, and can confirm the presence of a sensitized Tattle-Tape Security Strip by means of a verifier light. Also introduced today was the 3M Conversion Station Model 812, an improved self-contained portable system for rapidly scanning bar codes and converting the data for RFID. Compared to its predecessor model, it contains a larger touch-sensitive screen, an easier-to-load 3M RFID tag dispenser, and the capability of converting all 3M RFID tag formats. Similar to its predecessor, 3M Model 812's sophisticated laser scanner is effective for virtually any bar code location or orientation, and provides a visible scan line that helps the user place items correctly. Because it does not require connection to an automated circulation system, the workstation can be easily moved on its cart for use in the stacks. The station also can reprogram RFID tags as items change. " ...

Infineon receives RFID-enabled electronic-Passport order from US government, as all new passports will require the technology by end of this year. Infineon has experience with a number of countries and their e-passport implementations. ...

... "Infineon Technologies AG announced that it received a multi-million piece purchase order from the United States government to supply its highly-secure integrated circuit technology for the new electronic passport. Designed to facilitate international travel by allowing automatic identity verification, faster immigration inspections and greater border protection and security, the new passports include a computer chip in the back cover that securely stores the same information that is printed on the document. The US began issuing electronic passports to diplomats and other government workers in late 2005, and is now expanding the program to include the widely issued tourist passport used by private citizens. By the end of this year, the government expects that all new US passports will be issued as electronic passports.

Infineon supplies its secure identification chips to more than 20 countries that have begun to use electronic passports or have begun to test this technology, including Germany, Hong Kong, Norway and Sweden. In addition, Infineon provides the secure chips inside electronic identity documents used in such countries as Italy, Finland, the United Arab Emirates, Australia and Belgium, and also for Hong Kong, as well as the chips used for secure identification cards issued by the US Department of Defense. As a security measure, the US Congress passed legislation requiring that countries participating in the US Visa Waiver Program must issue passports with secure chip technology by October 2006. Concurrently, the US adopted this technology to conform to specifications for electronic passports developed by the international standards body for travel documents, the International Civil Aviation Organization. ... "Track and trace technology supports the unique identification of each individual product unit, allowing distributors to easily identify and locate specific items in the supply chain. The technology HDMA believes holds the most promise is radiofrequency identification, or RFID. Using RFID technology, a tiny radiofrequency chip containing essential data in the form of an electronic product code will allow supply chain stakeholders to track every unit of medication in the country on an individual basis. By tying each product unit to a unique ID, any item can be tracked through the entire supply chain with an unalterable electronic pedigree. The EPC chip, which can be thought of as a product's DNA, will be equipped with high-technology security protection that will make it impossible to duplicate or steal the identity of an authentic unit. RFID Potential Application: Radio Frequency Identification

Radio Frequency Identification

... "The potential applications for this technology are numerous. RFID technology offers inexpensive read-only tags, which are generally short range (a few inches to a few feet), or more expensive long range, read/write devices with large memory capacities. The short range tags can be used in lieu of bar codes for identifying objects in harsh environments. For example, these tags are used in factories to track items through their production cycle. Given the short read range of these tags, the item typically travels on a conveyor bringing it in close proximity to the interrogator. Short range systems are also used for personal identification and access control operations. The identity of the individual can be determined either with a very short range RFID card reader when held within a few inches of the reader, or with somewhat more expensive systems which can read the card even when it is kept in a pocket. ... "SURGICHIP is an FDA approved, patent pending system using RFID technology to help prevent wrong-site, wrong-patient, and wrong-procedure surgery; it is a new use of preexisting technology. A computer chip encoded with the pertinent data is affixed to the skin with biocompatible adhesive and is removed prior to the incision; the chip is not implanted inside the body. SURGICHIP is used in addition to the other usual safeguards against wrong-site surgery, including the JCAHO Universal Protocol (yes or the surgeon's initials / signature are written on the incision site with indelible marker and a time out is taken to review the operative consent and verify the patient's identity). With SURGICHIP in place it is less likely that the surgical team will forget to check the operative consent or the patient's identifying wristband. The possibility that the wrong chart will be used and the incorrect procedure therefore performed is minimized since the chip, which has been verified by the patient while awake, does not physically leave the patient until the surgical prep begins. Smart Card Activities and Background ...

Smart Card Activities of the National Institute of Standards and Technology, TESTIMONY by Ben Wu before The Committee on Veteransďż˝ Affairs, October 6, 2004

... "Smart cards provide opportunities for improving security of our critical infrastructure, both from a physical and logical perspective. Because they are capable of performing cryptographic functions, they can perform important security services such as securely storing digital signatures, holding public key credentials, and authenticating a claimed identity based on biometric data. As such, smart cards are a crucial element in a range of current and expected critical applications and programs. They are also the underlying foundation for the standard required by Hspd-12. NIST's smart card program dates back to 1988. Recognizing the potential for smart cards to improve the security of Federal IT systems and our national information infrastructure, NIST chose to invest significant research effort in smart card technology at an early stage. The NIST smart card program produced many early innovations in the area such as a generic authentication interface for smart cards, the first cards to implement the Data Encryption Algorithm and the Digital Signature Algorithm, and the first reprogrammable smart card. These innovations are integral to modern smart cards. Many Federal agencies have a longstanding interest in smart card technology. However, large-scale deployment of smart cards has proven challenging. " ...

RFID Terms ...

From Air Force Materiel Command, Definitions of RFID Terms ...

... "RFID Multiple Tag Read Capability. In some instances it is necessary to identify all tags in a given area. This can always be accomplished if one tag at a time is placed in the RF field of the interrogator. However, if the tags are randomly spread out over an area, it is desirable for the interrogator to transmit a command over the entire area (this is known as an omni-directional signal transmission) requesting the identity of all tags. If all tags were to simultaneously respond to that command then the various RF signals would interfere with each other and the interrogator would receive only RF noise. Many systems have been developed which allow the tags to be individually heard by the interrogator thus avoiding the RF chaos of many interfering signals. This multiple tag reading capability is usually achieved by randomizing the response of each tag into different time slots or having each tag respond at a slightly different non-interfering frequency. RFID in Freight Planning ...

From FHWA ...

... "But the customer demands are really a key component of everything we do. In addition to what goes on inside the industry, an additional customer requirement that is out there, is radio frequency identity, or RFID. RFID is a hot topic across a lot of vendors, especially because of Wal-Mart, one of the largest retailers in the world, has decided that this will be their new method, not only security tracking but also product traffic. RFID is the next step, if you ever walk through the retailer that has the little scanners as you walk out the door, that beeps if they don't deactivate the strip inside. The RFID is actually an enhanced version of that. What it does it allows the retailer to automatically store the serial number of that product, time and date, where it was purchased, not just the store, but actual city, state, regional locations. As that product moves through the store, and if it should ever return, in exchange or the product wasn't defective when you got it home, when they scan that, they should automatically be able to tell, how long it was out, the reason for that term, once it is brought back and everything is automatically linked to that serial number. That information can then be passed back to the manufacturer for use in their own quality tests, their own product tracking, to see who registered users are. Typically when you purchase a product, you have a little card to fill out, you have to mail that in, call a phone number or log onto the Internet. The radio frequency identity, one advantage that is coming out in the next few years, once you purchase that product, your serial number is already registered with the manufacturer. It is just attaching your name and -- information to that purchase. So it is the next step in product registration. But it has a great amount of potential and some really " ...

RFID Privacy Discussion

From Congressional Record: March 23, 2004 (Senate), Page S2989-S2990, Mr. Barry Steinhardt, Director of the Technology and Liberty Program, The American Civil Liberties Union ...

... "The privacy issues raised by RFID tags are vitally important because they are representative of a larger trend in the United States: the seemingly inexorable drift toward a surveillance society. As Congress considers the privacy issues posed by RFID chips, I urge you to view them in the larger context -- a world that is increasingly becoming a sea of data and databases, where the government and private corporations alike are gathering more and more details about our everyday existence. The explosion of computers, cameras, sensors, wireless communication, GPS, biometrics, and other technologies in just the last 10 years is feeding what can be described as a surveillance monster that is growing silently in our midst. Scarcely a month goes by in which we dont read about some new high-tech method for invading privacy, from face recognition to implantable microchips, data-mining to DNA chips, and now RFID identity tags. The fact is, there are no longer any technical barriers to the creation of the surveillance society. While the technological bars are falling away, we should be strengthening the laws and institutions that protect against abuse. Unfortunately, in all too many cases, even as this surveillance monster grows in power, we are weakening the legal chains that keep it from trampling our privacy. " ...
