Background and requirement for RFID in the DOD Supply Chain

General Overview
RFID systems carry data in suitable transponders, generally known as tags, and retrieve data, by machine-readable means, at a suitable time and place to satisfy particular application needs. Tags have a discrete memory capacity that varies from a small license plate to thousands of records. Data within a tag may provide any level of identification for an item during manufacture, in-transit, in-storage, or in-use. With additional data, the tag may support applications that need item-specific information. For example, shipment consignee or destination ports can be readily accessed upon reading the tag. In addition to tags, an RFID system requires a means for reading or “interrogating” the tags to obtain the stored data and then some means of communicating this tag data to a DoD logistics information system.

Why RFID is essential to the DoD Supply Chain
The use of RFID in the DoD supply chain has the potential to provide real benefits in inventory management, asset visibility, and interoperability in an end-to-end integrated environment. RFID encapsulates the data accuracy advantages inherent in all types of automatic identification technology (AIT). Additionally, RFID is a totally non-intrusive methodology for data capture (requires no human intervention), is non-line of sight technology, and is a technology that may possess both read and write options within the same equipment item. RFID addresses a key challenge that has been noted at every node within the DoD supply chain – lack of visibility of item data. As an integral aspect of the overarching suite of AIT capabilities, RFID will become a key technology enabler for the DoD logistics business transformation and will support long-term integration of the Unique Identification (UID) into the DoD end-to-end supply chain.

RFID (both active and passive) is required by DoD to:
· Provide near-real time in-transit visibility for all classes of supplies and material
· Provide “in the box” content level detail for all classes of supplies and material
· Provide quality, non-intrusive identification and data collection that enables enhanced inventory management
· Provide enhanced item level visibility

RFID Policy Scope and Definition

RFID policy and the corresponding RFID tagging/labeling of DoD materiel are applicable to all items except bulk commodities (i.e., bulk liquids, sand, gravel etc.).

The types of RFID used within DoD will be driven primarily by the supported functional logistics business process with the goal of an integrated capability across all business processes and throughout all echelons of the DoD supply chain. Interoperability with our commercial business partners/suppliers will support the goal of streamlining the DoD supply chain.

DOD RFID: DoD Tests Supply Tracking Technology

WASHINGTON, Jan. 9, 2004 – In its ongoing effort to improve support to troops in the field, the Defense Department is testing radio-frequency identification technology, Alan Estevez, assistant deputy undersecretary of defense for supply chain integration, said here today.

RFID tags contain microchips that, when scanned, send out a unique identification signal. Tagged items can be added quickly to inventory databases and can even be wirelessly tracked for short distances.

Tags contain license-plate data that says this data equals this item, said Estevez. For a national retail chain using the tags, it might be a box of disposable diapers. "For us, it may be a box of parts for an F-22," he said.

The goal of using RFID is to make life easier for troops, said Estevez. "It will give us better tracking of inventory so we'll know what we have in stock, where it is and where it is in motion. When the troops overseas order supplies, we'll be able to get our hands on the supplies they need and move it to them in the most effective manner." ...

DOD RFID Program : DoD Discusses New Supply Tracking System With Vendors

WASHINGTON, April 7, 2004 -- Defense Department officials met this week with hundreds of vendors to discuss plans for implementing technology common among today's retailers to revolutionize the supply chain to the battlefield.

The three-day summit at the Washington Hilton began April 6.

Military logisticians hope to take the "factory to the foxhole" by using radio- frequency identification, or RFID, tags to improve supply chains while reducing cost. The RFID technology has become part of a new DoD initiative making it mandatory for all items in the department's inventory to be distinguishable from one another.

Acting Undersecretary of Defense for Acquisition, Technology and Logistics Michael Wynne said RFID technology is a way for DoD to ensure military forces get everything they need, from "food and water to supply parts."

Many retail stores today, most notably the Wal-Mart chain, use RFID tags to track products and control inventory costs. State transportation departments use the technology to monitor tollbooth traffic, and farmers use it to keep track of cattle.

Wynne said he intends to have RFID tags "capture information about all critical assets as they move throughout DoD's supply chain" to decrease supply-chain costs and improve efficiency. Military logisticians will know exactly what is on a shipment pallet or container without having to unwrap it, he said...

Manhattan Associates to Speak at DoD RFID Summit for Industry

SAVI Technology and SAMSys Technologies integrate RFID solution to bolster security at U.S. Army ammo depots

SUNNYVALE, CA and TORONTO, ON - April 7, 2004 Savi Technology, a leading provider of RFID networks for real-time supply chain visibility, asset management and security, in partnership with SAMSys Technologies (SMY:TSX-VEN) (“SAMSys”), an international provider of RFID hardware solutions, today announced the successful design, integration, and delivery of a passive RFID tracking solution for the U.S. Army Joint Munitions Command (JMC).

The Check-It-Out Key Management System automatically monitors and tracks the details of each key issue and return transaction for thousands of high-security keys, virtually eliminating the need for manual record keeping. Check-It-Out links with the U.S. Army’s existing legacy inventory management application and updates transaction details in order to determine when to unseal buildings for inventory. The Check-It-Out solution, designed by Savi Technology, can be configured for all kinds of “check-in and check-out assets”, from tools to cell phones.

“The implementation of Check-It-Out at just one U.S. Army depot in Utah, which consists of more than 1,200 buildings and 2,500 keys, has successfully reduced the number of hours required for manual check-in and check-out procedures by 25 percent,” said Mazie Angus, JMC’s Inventory Team Leader. “Our employees are working more efficiently and productivity has increased. Check-It-Out eliminates manual data input errors, provides 100% data accuracy, reduces bottlenecks during heavy check-in and checkout times, and provides real-time status reports. Its comprehensive internal database enables it to operate as a stand-alone application or as a front-end data source for the existing Ammunition Inventory Accountability Program.

“This solution instantly and accurately documents and ensures the security of thousands of daily key transactions occurring at US Army ammunition depots,” said Jerry Bredesen, Program Manager for Savi Technology who oversaw software design and system implementation. “Based on the success of this solution, it is easy to foresee it being replicated for other government and commercial sector applications, including equipment rental, shared radios and cell phones, test equipment tracking, and even book tracking systems in libraries.”

Following a thorough evaluation of RFID reader vendors, Savi selected SAMSys to supply the hardware components because of the company’s integration support and the ease with which the hardware could be integrated into the Check-It-Out solution. SAMSys components include high-frequency passive tags and SAMSys fixed proximity readers with external flat antenna.

Each key is fixed with a small, rectangular, RFID tag embedded key chain containing “license plate” information on the key’s identification. Savi’s software and a localized relational database marry the tag’s ID with users and their privileges, authorized custodians, its corresponding building number, and conditions that must be met before the key is issued. When the key chain is scanned, all of this information displays on the key custodian’s computer screen for verification.

“The initial preparation and integration of this solution took only three days and within the first two days of operation we recovered four man-hours,” said Bruce Banks, a Key Custodian at Tooele Army Depot in Utah. “In the first version of this program it has worked flawlessly and demonstrated impressive results. It has also been easy to learn and train others.”

The Check-It-Out solution builds on and augments an earlier solution Savi Technology developed called The Stockpile Inventory List Comparator (SILC) suite, which was announced about a year ago. SILC, using a special cross-laminated material for 2-D barcodes, also seamlessly integrated Automatic Identification Technologies (AIT) and software applications into the Army’s Ammunition Inventory Accountability Program to enhance the speed, productivity and accuracy of managing ammunition inventory data. SILC already has been implemented at every major ammunition storage depot in the United States and several overseas. Check-It-Out is currently being fielded to two more U. S. Army locations, and should be fully implemented at all U.S. ammunition depots by Fall.

Military RFID: NATO SIGNS CONTRACT WITH SAVI TECHNOLOGY FOR WIRELESS LOGISTICS PILOT PROJECT BETWEEN EUROPE AND THE MIDDLE EAST

SmartChain Software and Radio Frequency Network to be Piloted at NATO to Improve Real-Time Consignment Visibility and Collaboration across Multi-National Supply Chain


LONDON - March 24, 2004 - The Headquarters of the North Atlantic Treaty Organization's (NATO) Supreme Allied Commander Transformation (SACT) has contracted with Savi Technology to pilot a project using Radio Frequency Identification (RFID) technology linked with the Savi SmartChain platform to manage and track multi-national consignments between Europe and Afghanistan. The project, to be evaluated for possible future expansion, will help determine whether NATO and its 19 member countries can leverage Savi's real-time platform and RFID Technology to enhance pan-NATO logistic collaboration.

The contract, announced here at the "Defence Logistics and Materiel Support 2004" Conference, calls for the installation of the network along the International Security Assistance Force Afghanistan (ISAF) supply chain, which stretches from the Netherlands and Germany through Uzbekistan to Kabul in Afghanistan. Consignments will be tracked by using Savi's newest generation SaviTag ST-654, an active, data-rich RFID tag that communicates wirelessly with the network at distances over 100 metres. In addition, Savi's fixed readers and Savi SmartChain Site Managers will be installed to capture and convert the RFID-generated data into actionable information that can be managed by users on the network in highly secured information environments.

Savi will begin immediately to conduct site surveys, perform installation work, train users and integrate the Savi SmartChain software into NATO's LOGFAS information system.

The NATO-Savi agreement follows an offer to NATO last October by the U.S. Department of Defense to share its existing, global RFID-enabled In-Transit Visibility (ITV) network for joint logistics operations if NATO added compatible infrastructure to plug into the system. The U.S. offer was made to help improve supply chain visibility and communications during joint operations. Following a four-month evaluation, NATO chose to use the same standard-setting solutions used by both the DoD and the United Kingdom Ministry of Defence that are designed, developed and deployed by Savi Technology.

David Martin, who is Director of the UK MOD's Defence Logistics Organisation Logistics Operations Centre, and who oversees logistics operations using the UK's RFID-enabled network. "What it has meant for us," Col. Martin added, "is that we've now got much enhanced visibility of our materiel flow into our theatres of operation. The adoption of RFID technology has been immensely beneficial to assisting in our supply chain management."

The commercial off-the-shelf products to be deployed in the NATO project are:
SaviTag ST-654: With up to 240 Kbytes of programmable memory, these are high-performance, active data-rich tags that can store information on the entire contents of a container or trailer. They can be fixed to multiple conveyances, such as vehicles, containers and pallets. About the size of a small chocolate bar, these high-performance tags communicate at 433 MHz at distances of more than 100 metres as well as over 123 KHz for more precision, slot-level location.
SaviReader SR-650: These are highly reliable and rugged products that capture data wirelessly from thousands of tagged assets nearly instantaneous. They have an omni-directional read range of over 100 metres, and they relay the data to Savi SmartChain Site Manager, either wirelessly or by hard cable.
Savi SmartChain Site Managers: This exceptionally high-performance software is designed to aggregate RFID-generated data, filter it and then convert it into computer language that can be managed by users on a network. Frequency Identification (RFID) Council focused on RFID technology. The group
will look at RFID requirements and how to take advantage of today's technology
to make it easier for retailers and manufacturers to track and ship
merchandise. The company also highlighted a growing ecosystem of partners that
are building innovative RFID solutions on the Microsoft(R) platform to enhance
control of key business processes, improve inventory visibility and provide
better customer service for manufacturers, distributors and retailers.

RFID combines the benefits of the silicon chip and radio frequencies to
provide increased levels of product and asset visibility across the supply
chain. Microsoft is providing a platform on which partners can create RFID
solutions to enable their customers to reduce human error in data collection,
reduce inventories and improve product availability, while at the same time
respecting the privacy expectations and concerns around the use of RFID
technology. The company plans to hold the first Microsoft RFID Council meeting
in April and already has several partners, including Accenture, GlobeRanger
Corp., HighJump Software, Intermec Technologies Corp., Manhattan Associates
Inc. and Provia Software Inc., signed up to participate. As a part of the
Microsoft RFID Council, Microsoft and partners plan to address industry needs
for RFID solutions that are low-cost, simple to deploy and built on a robust
scalable technology stack.

An ecosystem of partners -- spanning RFID hardware vendors, supply chain
execution retail systems and services providers -- is using the Microsoft
platform today to add value to their RFID solutions through Microsoft
technologies such as Microsoft Windows(R) CE, SQL Server(TM) and BizTalk(R)
Server for collection, management and integration of RFID data. These partners
also are working with Visual Studio(R) and Web Services Enhancements (WSE) for
Microsoft .NET to create Web services-enabled RFID solutions. Microsoft
Business Solutions is also working with RFID partners to extend the
capabilities of financial management and supply chain management solutions for small and midsize businesses.

Microsoft also announced it has joined EPCglobal, an organization that is
leading the development of industry-driven standards for the Electronic
Product Code (EPC) Network to support the use of RFID. "RFID is a major initiative for the METRO Group," said Zygmunt Mierdorf, executive vice president for IT and Human Resources at METRO Group. "METRO
will use a number of platforms and is very pleased Microsoft has joined
EPCglobal and is making significant investments to make this technology

Independent software vendors (ISVs) and technology companies announcing
their support for the Microsoft platform and highlighting the solutions they
are delivering today include the following:

-- Accenture. Accenture is working with Microsoft and Manhattan Associates
to develop a new solution that will help manufacturers comply quickly
with retailers' RFID mandates. The companies will provide a full range
of Electronic Product Code (EPC)-compliant, scalable RFID solution
design, development and integration services that will help
manufacturers realize rapid benefits, including enhanced supply chain
efficiencies and improved warehouse management.
