In April 2004, the U. S. Department of Agriculture announced the framework for implementation of a National Animal Identification System for all livestock, which defines the standards rapid tracing of all animals and premises potentially exposed to an animal disease to quickly contain and eradicate it. The plan contains no mandatory requirements at this point, however microchips are a preferred identification method. NYSHHAP is a voluntary certification program designed to promote and teach a proactive approach to equine health, care, and welfare through the use of best management practices. Currently, 22 operations are enrolled in NYSHHAP. In addition to microchipping, the Program also provides unlimited educational opportunities for all operations. All equine operations in New York State, regardless of size or discipline, are encouraged to participate.
